Maricopa County Trunked Radio System
Maricopa County operates a mixed-mode analog
and digital, APCO Project 16 800 MHz trunked radio network.
System users operating on digital talkgroups (as opposed to
analog talkgroups) use APCO Project 25 digital audio. This
network provides service for many agencies throughout the
metropolitan area, and is one of two large networks from
which various cities and other agencies may receive two-way
radio service (Regional Wireless Cooperative being the other
large network).

system-wide traffic carried on the Thompson peak (East
Valley), White Tanks (West Valley) and Central Courts
(Downtown Phoenix) towers. Program the one of those three
towers with best reception at your monitoring location for
county-wide monitoring. Other towers carry traffic only as
system users in a particular area require. Talkgroups in
lists below followed by “MC” are on this system. Control

Regional Wireless Cooperative (RWC)
Trunked Radio Network
The Cities of Phoenix and Mesa have replaced
most legacy VHF and UHF radio systems with a fully digital,
APCO Project 25 compliant, 800 MHz trunked radio network.
This network provides service for many agencies throughout
the metropolitan area, and is one of two large networks from
which various cities and other agencies may receive two-way
radio service (Maricopa County Trunked Radio System being
the other large network).
Mesa’s portion of this network, called TOPAZ,
is owned and governed separately from the rest of the
network. However, in actual practice and use by radio users
on the street, the networks functionally operate as one and
users of each portion of the network are able to “roam” onto
other portions of the network regardless of technical legal
ownership or governance. For simplicity, Mesa’s and
Phoenix’s radio systems are described here as a single
network. Although that may not accurately reflect the legal
governance structure, it accurately reflects how a scanner
listener should think of this system from the perspective of
operations and monitoring. Due to political and governance
issues, Mesa and Phoenix have considered separating their
systems and discontinuing roaming. If that were to happen,
Simulcast D and the Thompson Peak Intellirepeater (Mesa
owned) shown here would become independent of the other
entries here, and Mesa, Apache Junction, Gilbert and Queen
Creek related talkgroups would no longer roam onto other
simulcasts and Phoenix-owned intellirepeaters.
